One Europe, One Market. For all.
Context
A rapidly deteriorating international environment is exposing Europe to successive shocks, from tariffs and increasingly aggressive trade practices to energy crises, supply chain disruptions and growing security tensions. The response until today has been insufficient, because what Europe is facing is not a sequence of temporary crises. It is a systemic shift. The global economy is increasingly shaped by continental-scale economic blocs, where competition is driven by size, integration and strategic coordination.
In this context, Europe’s core weakness is clear. It remains fragmented. And this fragmentation carries a growing cost for its economy, security and democracy. Only by fully leveraging the scale of its 450 million consumers can the EU remain a relevant global actor, compete effectively, and build the financial and industrial capacity needed in a world where internal economic strength is the foundation of geopolitical influence and security.
One Market
Building on the existing Single Market for goods & services – which still require attention to remove remaining barriers – the deepening integration in capital, energy and telecommunications is urgently needed and it requires political courage and complex trade-offs. Yet, without tackling these foundational issues, Europe’s growth and sovereignty will remain at risk.
The Letta Report “Much More than a Market” has set out the key recommendations for action and the European Institutions have put market integration, competitiveness and strategic investment at the heart of their political agenda. The key elements for action are synthetized in a single Matrix.

Our Campaign
The Jacques Delors Friends of Europe Foundation and its partners are committed to support this momentum and has launched a Platform for Progress to gather business, trade unions, academia, civil society and institutions behind one clear timeline: building momentum and deliverables to complete the Single Market by 2028, starting here and now.
The objective is clear: to move from diagnosis to delivery and show that Europe can act together.
The Platform for Progress has already taken important steps since its inception:
- A series of high-level policy-makers meetings in early 2026 with focus on the political process and the digital integration
- A comprehensive policy paper with the key regulatory projects currently on the table or in development to bring the ‘One Market Matrix’ to life.
- A high-level policy Summit in Brussels on June 9 (link to FoE event page), followed by a roadshow in 4-5 European capitals in the next 6 months. And more in 2027 and 2028.
